The City of Balch Springs City Council will conduct a public hearing at a meeting on Thursday December 20, 2021 at 7:00 p.m. located at the Balch Springs City Hall, 13503 Alexander Road, Balch Springs, TX 75181 to consider the following:
AN ORDINANCE OF THE CITY OF BALCH SPRINGS, TEXAS, AMENDING CHAPTER 90, ZONING, OF THE CODE OF ORDINANCES OF THE CITY OF BALCH SPRINGS, TEXAS; PROVIDING FOR ADMENDMENT TO ARTICLE IX- ZONING DEFINITIONS , SECTION 90-9.01- STANDARD ZONING DEFINITIONS FOR AMUSEMENT DEVICE, ARTICLE III- ZONING LAND USE REGULATIONS SECTION 90-3.03 – USE CHART, AND ARTICLE III- ZONING LAND USE REGULATIONS SECTION 90-3.04 –CONDITIONAL DEVELOPMENT STANDARDS FOR AMUSEMENT CENTER; PROVIDING A PENALTY FOR VIOLATIONS; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE; AND PROVIDING FOR PROPER NOTICE AND MEETING.

ORDINANCE NO. 3238-21
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALCH SPRINGS, TEXAS, DESIGNATING A GEOGRAPHIC AREA WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY AS A TAX INCREMENT REINVESTMENT ZONE PURSUANT TO CHAPTER 311 OF THE TEXAS TAX CODE, TO BE KNOWN AS REINVESTMENT ZONE NUMBER THREE, CITY OF BALCH SPRINGS; DESCRIBING THE BOUNDARIES OF THE ZONE; CREATING A BOARD OF DIRECTORS FOR THE ZONE AND APPOINTING MEMBERS OF THE BOARD; ESTABLISHING A TAX INCREMENT FUND (TIRZ FUND) FOR THE ZONE; CONTAINING FINDINGS RELATED TO THE CREATION OF THE ZONE; PROVIDING A DATE FOR THE TERMINATION OF THE ZONE; PROVIDING THAT THE ZONE TAKE EFFECT IMMEDIATELY UPON PASSAGE OF THE ORDINANCE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

Public Notice of the 15-day Comment Period for Community Development Block Grant (CDBG)
In accordance with federal regulations governing the use of CDBG funds and the Citizen Participation Plan outlined in the City’s 2020-2024 Consolidated Plan, the City of Mesquite proposes the 2020 Consolidated Annual Performance and Evaluation Report (CAPER) with a fifteen-day public comment period.
The fifteen-day comment period on the proposed 2020 CAPER will occur December 3, 2021, through December 17, 2021. The public is invited to submit comments on the CAPER in writing to “Attention: CDBG”, P.O. Box 850137, Mesquite, Texas 75185-0137 or drop comments off at the Community Services office at 1616 North Galloway Ave. All written comments must but received by the close of business (5:00 p.m.) on December 17, 2021, to be considered prior to the submission of the 2020 CAPER to the U.S. Department of Housing and Urban Development. The Mesquite City Council will hold public hearings on the following items at 7:00 p.m., Monday, December 20, 2021, in the City Council Chambers of City Hall located at 757 North Galloway Avenue, to determine whether the zoning classification shall be changed on the following properties:
Zoning Application Z1021-0225
Conduct a public hearing and consider Zoning Application No. Z1021-0225 submitted by Mukesh Patel for a Zoning Change from Truman Heights Neighborhood District to General Retail to allow uses permitted by right in the General Retail district at 2031 N. Galloway Avenue.
Zoning Application Z1021-0227
Conduct a public hearing and consider Zoning Application No. Z1021-0227 submitted by Vu Tran for a Zoning Change from Commercial within the TERRA Overlay to Commercial within the TERRA Overlay with a Conditional Use Permit to allow wholesale trade of nail salon supplies at 3677 W. Emporium Circle.
