for firms interested in providing marketing and/or advertising services to the District.

CONSULTING (PROJECT)
Until Friday, September 28, 2018 at 1:00PM, at the Authority's General Office, 5300 South Collins, Arlington, Texas 76018. Any proposal received after the time set (1:00PM) will be returned unopened. Proposals may be modified or withdrawn at any time prior to the time set (1:00PM).
The Trinity River Authority of Texas (Authority) is a governmental agency of the State of Texas created by Tex. Rev. Civ. Stat. Ann. art. 8280-188, and operating pursuant to special and general law. The Authority is requesting Proposals from firms for the performance of the services described below:
I. General Information: Consultant shall perform as an independent contractor all services under this RFP to the prevailing professional standards consistent with the level of care and skill ordinarily exercised by members of the healthcare consulting profession, both public and private, currently practicing in the same locality under similar conditions including but not limited to the exercise of reasonable, informed judgements and prompt, timely action. If consultant is representing that it has special expertise in one or more areas to be utilized in this Contract, then Consultant agrees to perform those special expertise services to the appropriate local, regional and national professional standards.
II. Description of Proposed Scope of Services (Project): The Authority is requesting proposals for:
(1) A consultant/consulting firm who will assist the Authority by analyzing and making recommendations with regards to plan, structure, program design, benefits and coverage, and appropriate funding mechanisms of the Authority’s benefit programs; and,
(2) Actuarial services for the Authority’s health benefit rates. The Authority also expects the consultant to annually review and prepare summary plan documents. specifications as needed, as well as ensure that programs in place are in Compliance with applicable local, state and federal regulations.

THE AUTHORITY WELCOMES PROPOSALS FROM HISTORICALLY UNDERUTILIZED BUSINESSES (HUBS). CONTRACTORS AND SUPPLIERS SUBMITTING PROPOSALS SHALL ENCOURAGE HUBS TO PARTICIPATE IN THE PERFORMANCE OF THE CONTRACT.
